Cow hunt

Wanted to introduce my self from San diego love to bow hunt anything big with a challenge. Any way my father is a resident from Cedar, and has been wanting to go on his first elk hunt (new to elk) I proposed a cow hunt. I was wonder if I may be able to get some Ideas on what I should put him in for. Something in the southern region with good public access or even central,I so far came up with Central, Manti & Central,Manti north he doe's not have any points so it seems unlikely to draw any help would be great Thank you
 
Welcome to the site. My guess is that it is going to be easiest to draw a tag in an area that has many tags to offer. The Central Mountains and Wasatch Mountains units have several hunts with over 100+ tags. I look at it as these are units that have many elk so you are more likely to find elk in places you scout, rather than a unit with a smaller herd. I'd put in for the units that give you the most opportunities to draw out on. Saying that though, I know that several of the Nine Mile and South Slope units usually have leftover tags after the draw that you can buy over the counter. These are easy tags to get but the hunting can be more difficult and require more time if you aren't familiar with the area. I think you have the right idea in looking towards the Central Mountains and such areas. If/when you draw a tag, you can probably get more advice on where to hunt too if you are far from home. Even if don't draw a cow tage in utah you can buy and OTC general season archery tag and take bull or cow. In a open bull area you can take any bull or cow, in spike unit take a spike or cow. Don't have to draw and can move to another area if no luck and not limited by cow area.
 
Knockhead Thank's for the alternative great advice I'm not going to be hunting just assisting, dad also only gun hunt's but i do thank you again.
