H.B. 32 Status

I just spoke with Joyce McKenzie, Secretary for the Ways and Means Committee. She had no information regarding when the Committee would hear HB 32, but noted the hearing would be spontaneous.

I left my phone number with her and she will try to let me know when the Committee will hear the bill. If she does so, I will relay that information here.
 
LAST EDITED ON Mar-12-15 AT 10:39PM (MST)[p]i just moved to idaho so i'm curious what the issue is with raising tag/license fees when Idaho is already incredibly cheap compared to the other states i've lived in.
 
The issue isn't the raising of fees, most of us agree to that. The issue is the riders they are throwing in, including bonus points and guaranteed landowner tags
 
The idfg commission asked the legislature for a rate hike, since they do not have the authority to raise prices otherwise. So the legislators and lobbyists decided that despite what the majority of idahoans want they would try to implement a Utah style model by holding the idfg's rate hike hostage.
 
This is minority chairman Donna Pence response to an email. Sounds like they are going to attach this stuff to another bill. Keep the pressure on its not over..


H32 is being held and a new bill written which will attached those things you railed against. It will likely go through the Ways and Means Committee this late in the session. This committee is made up of Minority and Majority Leaders of the House and the committee chairman. The Minority Leadership will be against this move but the vote will be 4-3. When this gets to the floor I see few republicans courageous enough to vote against their leadership.



I will oppose it, but you have done what you need to by writing to your legislators and the body as a whole. Urge other to do the same to keep pressure on them. Thank you for siding with the wildlife of Idaho.

So this is not HB32 anymore, It has its own RS number but has not been introduced, it is out and the Dept doesn't even have a copy as of the last time i talked to them (yesterday) but SFW does but still is trying to say they have nothing to do with this. According to them Senator Bracket said he will not push forward on it saturday. I don't trust that at all. We are trying to keep people upates on the Idaho State bowhunters page on FB please feel free to going up and help us with this fight. We alo need to be getting more organized over the next year to be united as sportsmen, fighting against each other won't help our kids and grand kids. if you want more info on that contact me

I think a common tactic when a bill meets stiff opposition is to say "oh its not going anywhere" then when things calm and people get distracted by shiny things. They ram it down the people's throats before they ever know what is happening.

There is very little time left for this to happen. I would encourage anyone interested to log on tomorrow and listen to the ways and means committee meeting. They announced the meeting today and will have it right after the house adjourns. That means at a non specific time in a non specific place (possibly the JFAC room) the ways and means committee will meet to discuss something that is not current on their agenda. You can listen using a computer or smart phone.

If you listen to the house while they are in session they should announce the ways and means meeting before they adjourn. The house will start at 10:30 and depending on how much business they have to go over may last until noon. I doubt they will go past noon and if they are door by 11:30 the ways and means committee meeting could be over within a few minutes so you almost have to listen to the house. If you have never listened to the Idaho legislature at work it's worth it sometimes for the pure entertainment of seeing some clueless people make decisions for the entire state. It kind of like a train wreck you don't want to watch but can't look away.

Members of the House Resources Committee,

We the undersigned sportsman's organizations urge you to vote promptly on HB0032 in its original form. This bill has been vetted by the Department of Fish and Game, the Idaho Fish and Game Commission, by sportsman's groups and by sportsmen at large. It should be clear to all parties that Idaho sportsmen do not support any proposed amendments to this bill.
A failure to give the original bill a hearing and consideration in the House resources committee would be a subversion of the legislative process and a failure to the many Idaho citizens who took time to comment and participate in the IDF&G process.
Idaho sportsmen understand that the Idaho Department of Fish and Game works on our behalf and we know that they need to raise fees to keep up with rising costs and an ever more complex job description.
We support the Fee Lock proposal and believe that it is an innovative and unique way to address the challenges of rising costs that gives Idaho sportsman an additional incentive to buy a license. Besides raising new revenue, we hope the proposal will also increase annual participation and help us recruit new generations of sportsmen.
As sportsmen and Idaho hunting and fishing license purchasers, we call on you to vote on HB0032 - without any additional amendments - immediately.

And the reason he doesn't want to pursue this with the media is ... because he is a coward. He knows he'll get skewered for it and would prefer that as few people as possible know what he is doing.
