Elk hunt

Looking for advice. I currently have 10 points for elk. I plan on moving out of California next year after I retire and do not plan on hunting here after I leave. What hunt would give me the best odds of drawing an elk tag this year. Any suggestions would be appreciated
 
When you look at the draw odds and see a unit that was fairly easy to draw the previous year the next year the odds will be redicuals,that's one thing I've noticed is people study that stuff and the numbers chainge a lot year to year.
5 years ago I put my girlfriend in for lone pine muzzy cow because only a handful of people put in the year before and the high point holder was 4 points.So she did draw the year I put her in but some how she got lucky and got a random tag because that year two max point holders put in and took 2 of the three tags and she got the random which 125 people had applied for she had 4 points.

I thought Calif was getting bad when I moved in 87 but since then it has taken a dive straight into the toilet. Now it's a total Dem State so said. I killed some real good bucks in northern Calif Covelo Area ,Trinity County and Mendocino County back in the day Tags were easy to get and you could find a hunting place that you could get away from people now all the areas that I use to hunt are all overrun by dope growers.
