We have head some improvement from recent snowfall. Parts of Eastern and Southeast Utah are back to normal but Northern, Central and especially Southwest Utah are still very dry.

Okay I figured it out, you add the small game annual hunting license to your shopping cart (nonresident in my case) and then it automatically adds a habitat stamp to your cart and it unlocks the other big game draw species.
