crcountry - I live in Nevada and odds still aren't great for residents. With that said, I think Nevada's draw system is fair (I'm not trying to start a debate on that issue as it's been talked about in nearly every state forum on MM) and with 10 points you aren't out of the running.
Here is my take on Nevada apps with 10 points. Trophy quality animals, including elk, can be found in every unit. Of course some units traditionally produce more trophy quality animals consistently, but those are the units with the most difficult odds. I recommend finding a unit with "better" odds that fits your style of hunting and apply for it. I think that it is more important to be on the mountain with a tag in hand sooner, than it is to wait sometimes decades for one of our better units. If you hunt hard and get away from a road, you have a decent chance at an opportunity at a great animal no matter the unit. For example, unit 072 is typically an easier to draw unit as compared to 111. Sure, people don't kill nearly as many 350"+ elk in 072 as they do in 111, but that caliber of bull is not out of the question in 072 and every year bulls of that caliber are killed in 072. Generally speaking you will worker harder for a 350" bull in 072 than you might in 111, but I think the extra work is way better than the extra wait.
I am always happy to help out, so if you have any more questions, please don't hesitate to ask.
