Allocation of Antelope Tags

I'm sure this has been explained before, but does anybody know how the Fish and Game determine the number of Antelope tags a private land owner gets every year? Amount of land? Amount of Antelope on that land? Do they actually step foot on the land and count the antelope? Just wondering?
