Did I read the regs right that they are going have the early bull hunt and the muzzy hunt at the same time??? What the heck are they thinking.

Think you better go back and look again CLOSER draw a line across and they do not match. I take it you mean for NR, if not, I never printed out the RES pages.

It looks as though you are reading it correctly. The commission amended the rifle season to accommodate the cottonwood ranch. This way they could sell there landowner tags to elderly gentlemen hunters with $10,000, so they can hunt the rut. Only a guess, but quotas for the draw hunters that has waited his turn in line for a tag will most likely be affected.
Go to the NDOW website and visit the commission meeting video archives from Feb. 3 and 4 Item 18 and see for yourself. Its start at the 38 min. mark.
