Confused with the points breakdown

When you look at the point breakdown, it shows residents with points, then nonresidents with points, then it shows a total of both resident and non resident. Which that colum equals the total sportsmans points. Then next to it, there is a colum with total points. Which to me is way off the charts. When you add those with first and second points it gives you total points. But then that other bracket is showing a different number of points

For example looking at pronhorn, it shows 11,594 people with 1 point, then it shows 6,905 with 2 points. For a total of 18,499. But next to that is shows 25,404. Where did that exctra 6905 points come from. Are they adding those with two points twice?

This question goes for deer, elk, antelope. WTF?

What I don't get is the statistic break down of your odds of drawing a tag. It says 1.000000 > 67.0 % and so on with all these decimal places and numbers. Blah Blah Blah Any light on this situation?
 
All the combonations are those who have put in as a group and the points averaged. Three guys put in together, one has a point, they'll show up on the report as .333 points and the coresponding odds associated that number of points.
