Squaring points screws a new entrant hard. Sure, you get a ping pong ball your first year but the guy with 12 years has 145 ping pong balls. Next year, you have 2 and he has 170. Next year and you have 5 and he has 197. You think Wyoming and Colorado have problems with a screwed up point system? Nevada squares their problem.
The best point system is no point system. If you want to reward loyalty, award 1 point for a year if you do not draw/buy/leftover/auction/landowner a tag for that species. Cap the max at 10 points so you have a better chance for just 10 years. A new entrant will catch up in 10 years. No Golden Ticket max point group that became the max point group by a fluke in timing when they were at an age the draw implemented point system.
