elk and deer in 54 vs. 67

We are planning on a elk and deer combo hunt this fall second season. I've talked to the DOW and the Warden for the area and they basically pointed me to unit 54 instead. I have enough deer points for 67 but said the deer are scattered and 54 would be a better combo hunt. Any one hunt either last fall and let me know what to expect, we did not send out for our tags yet.
