FIL forgot to submit for a tag does he lose his points?

I can't seem to find a straight answer to that question. Will he lose his points for not submitting this year or can he still buy and OTC tag and maintain his points?

I missed the deadline in 2006.
I didn't loose my previous points, just didn't get one for the year I missed.

If you buy OTC it does not affect PPs.

PPs are only used for the draw and are only affected by the draw.
