Either way you read it I think you got it right!Mis-read the title; thought it said "flooding into Ca". Thought it was a news report covering all the undocumented resident voters of that great state

that article just described how the all of the central valley could flood in wet years. is one of the reasons the dams were built and Tulare Lake was drained. some of those towns flooded regularly. but it takes a "study" and a pile of experts .

I noticed that the article didn't mention that.
