Hunt Expo and NR RESIDENT TAGS

I have a question fellas. If the expo gave away a tag in the expo draw for a particular unit, does that tag come from the NR pool of tags??? or if a RESIDENT won the tag, does it come from the RESIDENT pool of tags?

For example: This guy won the muzzle loader tag

Bull Elk - Limited Entry - Muzzleloader - Mt. Dutton - units: 1
Name City, State
CHRIS NEBEKER ROOSEVELT, UT

Does this tag come from the allotment of overall Resident tags for that unit?


Another example: If the hunt expo did not give away a tag for Pahavant Muzzleloader Elk, does that mean they did not mess with the 2 NR tags available for that unit?

from what I know all the expo tags come from the NR pool of tags when a resident got it or a NR.

Not the easiest question to answer or find EXACT information on. Here is what I know:

R657-55-3. Wildlife Convention Permit Allocation.

(1) The Wildlife Board may allocate wildlife convention permits by May 1 of the year preceding the wildlife convention.

(2) Wildlife convention permits shall be issued as a single series to one conservation organization.

(3) The number of wildlife convention permits authorized by the Wildlife Board shall be based on:

(a) the species population trend, size, and distribution to protect the long-term health of the population;

(b) the hunting and viewing opportunity for the general public, both short and long term; and

(c) a percentage of the permits available to nonresidents in the annual big game drawings matched by a proportionate number of resident permits.

(4) Wildlife convention permits, including special nonresident convention permits, shall not exceed 200 total permits.

(5) Wildlife convention permits designated for the convention each year shall be deducted from the number of public drawing permits.

They take the same number of tags from the resident and nonresident pools, but it's nearly ten times the hit percentage wise to the nonresidents.

The tags tey take isn't called out...I'm sure for every Henry Mountains buck or sheep tag they take from the nonresident pool, they a turkey tag from the resident pool
