You have to hunt with an outfitter in WY to go into the wilderness don’t you?
Your state has some awesome animals it’s just a tough hunt for sissies like my old self LOL!
 
Wait a minute is WY the state where if you kill your elk late in the day you have to leave it till morning and hope the bears don’t eat it or chew the horns up?
 
To answer your questions:

Wyoming statute says nonresidents must have a licensed guide or resident companion to hunt big or trophy game in federally designated wilderness areas. The resident companion will need to get a free non-commercial guide license from a Game and Fish office. However, if one is physically challenged, there are many areas to hunt that are not designated wilderness that are more easily accessible.

Go to Wyo G&F site for points needed. Wyoming is reasonable to draw for general tags.

Per the Bureau of Unsubstantiated Statistics, 51.3% of elk left overnight are fully consumed by grizzly bears, 29.1% by wolves, 18.6% by other nocturnal creatures (wolverines, ornery chipmunks, etc), leaving 1 in 100 for the enjoyment of hard-working hunters.
 
You're in no man's land with 6 points in WY unless you go into the Thorofare if that's something you're interested in. I'd consider NM , or OR and keep building points in WY until you have something.

You might give John Cole in Monument OR a call. he has a bunch of private land leased and he can give you a landowner tag. you'll get a decent bull and maybe better.
