backpacker - yes, the more points you have means the more chances you get at getting a low number, and that determines the order of the applications in the draw. I have 5 points for desert and goat, 2 for antelope, 1 for rocky and cali, and none for deer or elk. The numbers will all be squared, plus one for the current year. So, I will have 26, 26, 5, 2, 2, 1, 1 chances at getting a low number in the draw for all of the species. But the person with no points could still draw number 1 of the 99 million possible numbers to draw. Make sense? Its like buying raffle tickets, and it seems that usually someone who bought only 1 ticket gets the best prize. I actually pulled that this year for spring turkey. There are a lot of people with a lot of points for turkey, and I drew my last choice with no points.
