This is a pretty good summary except for the part where you say they could draw all of the NR moose tags before getting to the cow tags. There is no order in which a particular hunt is drawn. All of the applications are in the same draw, each applicant assigned a random number, then they are ordered from lowest to highest. Essentially the draw is then done by going down the list and checking each applicants 1st choice against available tags.
So let's say they get to the 30th applicant on the list and let's say he is a nonresident who applied for unit X with 10 bull tags as his first choice. The first check they would do then is are any of the tags available, if the answer is yes on to the next, has the nonresident quota been met overall, if the answer is no then on to the next, has the nonresident quota for this particular hunt(1 tag) been filled, if the answer is no then the applicant would receive a tag. However it is possible that the answer to part 3 could be yes that particular hunts nonresident quota is filled and then applicant no 31 who is a resident could potentially have the same hunt as their selection and would receive the tag instead. It could also be that in my example any 10 resident applicants amongst numbers 1-29 could have applied for the same hunt as applicant number 30 who is a nonresident and all of the resident applicants would have received the tags as it is up to 10% of the quota not a guaranteed 10%. Did I confuse everybody enough yet?
