NR Mule Deer Quota

How is it that the quota for Area 13 ALW early has a quota of only 1 NR tag and the late ALW has a quota of 2 NR tags?

I was hoping to hunt this special place one more time before I die, but now I feel like a fool for sending my money to NV for the past 10 years.

Honestly that unit is in the dumps as far as deer numbers are concerned.

I quit giving NV my hunting license money each year. The draw is overwhelmed with lower point holders that wash out the higher point folks. Wish they had a 25% set aside. I just need to get lucky with a ton of points on a few more hunts and quit em all together. Cmon luck!
