In the initial stages of planning a black bear hunt in Canada for a group of guys. One is an older gentleman. He has a passport but no Drivers license. What type of ID is needed to buy a license? Never been, no clue

If it is Alberta you need a WIN card to buy a license. You can apply for a WIN card on the website or your outfitter can buy one for you. The outfitters have always handled all of the tags purchasing them before I arrive.
