If I applied with someone with 4 bonus points and I had 3, would it go into the draw as 3.5 (max minus 1/2) or would it round up to 4 and then be max points.

Wyoming doesn't round up or down.
Wyoming doesn't round up or down, so you will go in as 3.5. Not in as good as shape as those 4 point guys, but better than the 3 pointers. If your unit takes max points to draw, you might just want to tag along with the 4 point guy on the hunt (and apply separately) until your time comes. You will know the unit then and be ready.
