Point creep?

Im a non resident with 3 general deer points. I went to look at the draw odds on go hunt and it says I have 0.0% chance of drawing Pine Valley with 3 points and somewhere around 80% of drawing if i had 4 points. It this the thing they call point creep or something else

Yes sir, that's point creep!

And It's worse in the general season and antlerless draws.
Preference points.
100% of the permits go to to top tier of point holders.

The LE/OIAL are split to a 50/50 draw.
Half the permits are random.
