My brother is changing residency and I was wondering if he will lose his 10 elk preference points if he does so? I want to say yes but any info would help

What state? I doubt any state makes you lose points for moving.

He will not lose his points. He will just be in the nonres pool not and will be able to apply for all species instead of just elk,

That is correct. He wont loose his points. Utah no longer sells lifetime licenses.
