Fire lapping would likely smooth out a problematic spot or two.
A good scrub with a bore brush , followed by a bore brush wrapped with #0000 steel wool. Some polishing compound can be used also, but would need to be cleaned out thoroughly.
A few rounds fired after and then followed up with another good cleaning will show if it worked.
If it still has visible rust and putting, after all that then you are out of luck.
