Salt lick use in Wyoming?

What's the rule on using salt licks/bait/etc for trail cameras in Wyoming? I can't find anything about it on the Wyoming fish and game website.

Chapter 63 of the Regulations is titled...Regulation of Baiting Big Game Animals. . You can get to it easy on the website under regulations. It is not legal at all on public land.
