I've been planning on putting in for Coues deer this coming year and was just looking at the regs on their website. According to the regs any successful nonmembers must hire a guide. Does anyone know if this is a new rule or has it always been in place?
 
Not for coues deer unless you hunt in R-100. Used to be required in D, but not for a long time. In D however, you can take no one with you on the hunt unless you get special permission. So if you want a hunting buddy they need a tag. A, B and C you can go in and scout and hunt all year round with whomever you want as long as you have a day pass. You can only be in D 3 days before your hunt, no other scouting unless you are with a guide prior to that.
Elk you need a guide for trophy hunts, malay gap hunts you do not. You don't need a guide for much else unless you are in D or R-100.
 
What you've described is how I thought it was. If you go to scatrecreation.org and click on the coues link in the Big Game Hunting menu it appears as though a change has been made or there is a typo. I think?
