The unit I applied for had 21 tags in the refular draw and 15 in the special? Is that the normal percentage or could someone tell me what the normal percentages are?

Yep, that is as close to a 60-40 split as they could get to meet the regulation that requires 40% of the tags to go into the special draw. The regs. are also set up for 75% of the tags to go into the PP draws and the remaining 25% into the random draw.
