Could someone please provide a Colorado “acceptable level” definition, for folks looking to relocate.

But, Colorado is beautiful, Utah’s ugly, much better to keep moving.

A guy I fish with once in a while is the janitor at our County Library. He says the same thing happens here; a place for homeless people to hang out and do drugs.
