Spring Bear

My dad and I have been thinkin about a spring bear hunt in Utah with our bows. He went a lotta years back and didn't get one. Anyone know the regs? Is it draw now or over the counter still?
Any info would be helpful

It's mainly for my dad jerk.
He really wants a bear with his bow, I thought if I could for his b-day i'd buy him a tag.

Dang. I really wish I coulda got an over the counter like the old times.
OH well. I hunted the boulders 2 years ago and found a hell of a lotta bear sign. Ran into 3 sets of hunters. It's the year my dad drew the ar-301 tag / Statewide archery. We got down into a canyon that had nothin but caves / skat / berries. Scary to say the least

How long has it been since you could get a bear tag over the counter in Utah, cause I have been bear hunting up in Montana as long as I can remember, since Utah was a draw.
