I know a couple of folks that work at WDFW in Olympia. They too wpnder why it takes so f-ing long to get their acts together, especially when, as you mentioned, all harvest reports are required to be in at the beginning of the year. Hell, last year they adopted a several year schedule in which all season dates had already been set with the exception of a few minor changes. How long does it take to add or subtract a few new regs or permits from a "master plan"? They didnt even finish with their update meetings until a couple of weeks ago. This is typical of an agency run in Washington. One of my friends with the WDFW said that they are capable of having all season changes set and ready for print by the end of February! My hunting buddies and I have attended WDFW meetings and written letters trying to get some changes in how they go about business. It is more productive to teach a turd to speak than it is to deal with them. It is all about the almighty dollar and how much those douche bags like Locke, Lowery, Gregoire etc can get thrown into the general fund so they can piss it away on useless sh!t! (But I'm not bitter) Haahaaaa..... What they fail to realize is that with better organization, listening to what us sportsmen want and reaching a happy medium, they would be able to actually sell more permit aplications, licenses, tags, etc and therefore make mo money. There are a lot of us that have stopped putting in for certain permits because of the way it is handled.
Ok, enough out of me. I need to go and throw some hay bales to calm down. Haaahaaa..
