I am not so sure that it has been re-finished. Check the screws to see if the slots are clean with no damage. Then check the printing to see if it is still clean and crisp lettering and not washed out on one side. Most gunsmiths use soft polishing wheels that will remove the crisp lettering and wash the lettering out while polishing prior to a re-blue job.
If the rifle was kept in a safe environment and used very little, the original finish will be in excellent condition. The photos I found of the Winchester 71 Deluxe model showed the typical Winchester deep blue with nickel finished loading gate as seen in the OP's original photos.
