If drawn for a elk/deer/antelope/ tag this year can I also buy a bonus point for the species that I get drawn for? Otherwise, get the tag and then buy the bonus point for next year!

If you draw your first choice, you lose all preference points for that species. You cannot receive both a license and a preference point for a species in the same year.

I was wondering that myself, since it would defeat the purpose of preference points. And it wasn't explained very well in the 2006 brochure. Nothing would surprise me in the grab for more money.

But it is explained (somewhat cryptically) on p. 34 of 2007 NR booklet, under FAQ. The answer is No, as JB stated.
