youth late season any bull elk hunt

My boy drew this tag and I was wondering if anyone had information on this area (Vernal) that could help with his success.

Pray for snow and not too much. I would love to have the tag if I could I will be hunting the Muzzle Loader season and I beleive that it is close to the same if not the same dates. If there is no snow it will push alot of elk into lower country if not I would plan on hunting quite high I think there are alot of bulls that stay as high as the snow allows them..
