Youth points in Colorado

Looking at the regs it looks like youths can apply for points beginning at age 12, 11 if they will turn 12 by the end of "the season on the license"

If they apply for points only, what is considered by the end of the season on the license?

I believe it means he has there has to be at least one tag/season available for that specie that is still open when he turns 12. For example, if his birthday is Jan 10, he can apply for an elk PP since there are still late seasons open. He cannot apply for a pronghorn PP since all the tags/seasons are closed by then. That's what worked for my son.
