It has always blown me away people pull that kind of crap. I shot my first deer a small 3x3, about 10 years ago at 475 yards, across a small canyon, he dropped dead where he stood. I was about 130 yards away when I came out of some trees just to watch 3 guys throw him in the back of their UTV...

Ya from my experience, when the cows that didn't get bred up go back into heat that is the smaller bulls, i.e. spikes and rag horns time to shine.

What county was this in? Depending on the county you may not even go in front of a judge, but rather go straight to a meeting with the counties attorney.
