    I've had good luck with Duracoat. Both guns I painted were synthetic stocks and matte blue finishes. Be sure to prep the surfaces and clean them and you should have no trouble at all. If the item is flexible you need to add a flex agent to the mix. Here are pics of them.

    I think they will probably recognize whatever the law is in your home state. When AZ started requiring registration of canoes, if you were from a state that didn't require it you were ok.
