Anybody know when the Antlerless will start hitting cards?

I am in a sad state. I have struck out on every tag so far this year. I am down to the Antlerless draws in Utah as my last hope. I should have a 100% chance at the tag I applied for but... I should have had about a 100% chance at my AZ bull tag and my CO bull tag. As you can see 100% does not mean what I thought it meant.
