Well, these numbers are from the 2004 quotas. both res and NR are added together:
2163 Tags-rifle early
541 Tags-rifle late
197 Tags-muzzleloader early
38 Tags-muzzleloader late
615 Tags archery early

792 Junior (youth tags)
4437 total tags and thats not counting the landowner tags or the social welfare tags outfitters get.
The area looks big on the map, but as mentioned, a lot of it is locked up. Clover Valley (East Humboldts) is pretty locked up but is accessible through the one place I know of and I even hear they have valet parking up there...LOL. Just kidding, but that gets pounded. A couple of outifitters run clients up there and may get a bit assed up with you "do it yourselfers" being in thier area of operations. Consult your maps.
I think you have to call ahead for most camping spots during the rifle season. And wear tons of orange. There is a pretty good competition to kill whatever qualifies as a legal deer up there and though most shooters can recognize humans no matter what they wear, you only have to hear the music of a dozen or so rifles on opening day to really appreciate urban camo (i.e. try to look like a road cone). I was in area 7 once during opening day and thought...so this is what a firefight sounds like?
Angel lake (East Humboldts)and its lower campgrounds has some camping as well. Take your fishing pole. Its got some 12" rainbows in it. Not accessible with the ATV's around there, so if that part of the mountain is where you want to be, folks will have to suffer through with walking.
South Rubies is ATV hell from what I understand. They paved Harrison Pass partway so folks can haul their trailers and what not without fear of flats at least. Whew. Take fishing pole again. Ruby Marshes just south of there has some good bass fishing and trout as well. I've been through there during rifle season and it is like a an RV/ATV jamboree in there.
Starr Valley is all but shut down as well. Lamoille Canyon is good camping, but once again its public (no ATV's though). Lee, Jiggs area may have some accesses, but you are getting perilously close to Harrison Pass and South Ruby there. The Lee indian colony has a good portion of the north part of the rubies locked up.
The south parts of 104 and 108 I have not hunted in so I can't comment.
M-loaders seem to have the best chance of getting the quality as there will be fewer people in there.
There will be deer there, but as to the quality I can't say. If they live through archery season and muzzleloader season, they may just be willing to commit suicide...LOL.
Area 10 (101-108) gets the most quotas of the whole state and its one of the hardest to get access too. Good revenue generator for the NDOW I guess. There is some public access but it will be crowded. Pretty country though. You might see some Mtn. goats and Rocky mtn. sheep.
