Quality. How to define it? How to track it?

As in reducing tech to improve quality. It seems that this is the "goal" of the recommendations of the tech committee.

If that is the goal it would be nice to have a definition of the goal and a metric to measure the progress.
190" or bigger bucks available in surplus (10 sightings a day) between October 20th and October 30th yearly. Preferably visible from a forrest service road.

If above criteria isn't met in 2-5 years ban weapons used in late September and August until criteria is met.
 
Quality can't be tracked, too subjective. Age however, could be tracked if they'd pony up and send out more tooth packets, and make it mandatory. Like actually mandatory, not just a $50 fee next year, no teeth, no tag.
 
New Mexico has attempted to define and quantify, but for fee purposes. Maybe something similar could be used for Utah???

Quality (Q) HuntThese hunts are designed to increase opportunities for successful harvest, provide wider selections of mature deer or elk, and/or provide a pleasurable experience based on timing of the hunt and/or hunter density. Quality hunts are determined by the New Mexico State Game Commission, and nonresidents must pay a higher fee (page 12).

High-Demand (HD) Hunt An elk or deer draw hunt with at least 22% nonresident applicants for the previous two license years. Nonresidents must pay a higher fee (page 12).

Except the lag in data behind quality to harvest/success with the reduction of tech is a few years out.
