2C muzzleloader-good nonresident choice?

I am a nonresident looking to put in for a new mexico nonresident do it yourself muley hunt. I was considering the 2C muzzleloader hunt in september or the november rifle hunt. It looked like the odds of drawing the muzzleloader hunt are alot better. Ive never been there and was wondering if there is plenty of public land with good access? I would even consider a diffeerent unit if i could get some advice. Any info would help. Thanks!!!
 
I was lucky enough to draw 2C archery this last year. Drawing will be the most difficult part. 2C's access to public ground is exceptional. This is a great unit. Great deer and very few tags are awarded.
 
Odds in 2c suck. If you want a better chance look at 17. Its a sleeper.
