Arizona 2023 Elk Bonus Point Report

I'm hoping someone can help explain this better to me. Below is a snip-it of the bonus point report. I'm looking at hunt number 3030 which is the 23 late rifle. The first snip-it shows the number of points it took for a resident and NR to draw the tag. The 2nd snip-it shows the number of available tags.

If there were 15 NR tags available I'm guessing 7 of those tags went to max point holders and the rest were issued in the random draw. Is this a correct assumption? Reason I ask is I applied for this unit as my 1st option and was not successful with 17 points heading into the draw. I'm guessing the person who drew the tag with 16 points was a random tag drawn.

7 NR drew in the bonus pass; 2 with 23 points, 3 with 22 points and 2 with 21 points.

8 NR drew in the random pass; 1 with 16 points, 1 with 12 points, 1 with 11 points, 1 with 8 points, 2 with 7 points, etc.
