The strip definitely has the potential for a bigger buck IMO. The Kiabab still has some monster bucks, but if you are waiting for that once in a lifetime tag, I would stay with the strip. To answer your question, yes I think that publication will sway a few applicants, but not nearly enough to give you a much better chance at drawing?

I don't agree with the 2%, it would be nice for new NR applicants, but there are a lot of people with max BP who are waiting for their tag and have invested a lot of money. It would only mean a couple of tags under your suggestion, I think 1 tag for the 13B strip since AZ rounds down? All those applicants with max BP for only 1 tag? Maybe a good system would be to give out 50% to the max BP holders and let the other 50% go to the regular draw, similar to Utah? Just my opinion.

Also its not an exclusive draw for max point non-residents, and everyone needs to understand this as its been discussed over and over again. Any NR statistically has a chance at the tag, as long as there are enough max BP resident applicants to possibly draw more than 10% of the tags in the max BP round. In 2006 I think there were over 130 residents with max points, statistically, they could have draw all 20% of the tags in the max BP round for deer in any unit, and all the NR tags could have went to those without any points! In the 2006 13B strip, all you would've needed was 9 resident max BP holders to apply and to draw in the max pass round, 6 to go to NR max BP holders, and 1 tag would've gone in the general pass draw for any NR to draw.
Odds are odds, and cannot be computed mid-draw (after the max Bp round only) or based on last years results. Last years results are only a prediction of what MIGHT occur, not the odds for next year's draw nor the odds before the draw begins.
