A couple things to add to what has been said. If you complete the AZ Hunter Safety course, you get a permanent point. If you apply for 5 consecutive years for the same species, you get a point. Once you've bought the $160 annual license, each species point is only $15.
Before the change was made a few years ago, all the NR tags (10%) were going in the first drawing (Bonus Round) to those with the highest points. So, only max points holders had a chance.
After the change, 5% (50% of the NR tags) go in the Bonus round to those with max points, and up to 5%, but not guaranteed, go in the next round (1-2 Pass). NR's and R's are all given a random number for each point they have. Lowest number wins. So, it is "possible" for a zero point NR to get a tag over a 20 point NR, or over a high point R. Again, unlikely, but possible.

I'm a NR with 5 deer and elk points. Not holding out for a 13A/B though!
