Looking at the Non-Resident Limited Entry charts on Big Game Draw Odds;
What is the difference between Bonus Point Permits and Regular Permits?
It appears that when Utah divides the number of permits available for a particular unit, the top half of draws are called "bonus" while the remainder are just "regular".
 
In utah half the permits go to the top point holders and the remaining go to lottery draw. The tags that go to point holders are called "bonus" because those with points have BONUS points. Those without bonus points get the REGULAR tag. In a situation where only one permit is available it can go either way, Bonus or Regular. That's my understanding of it, I have been known to be wrong before. I'm sure somebody will chime in and correct me if need be.

Since I moved out of UT, my points have been building up pretty quick. Of course EVERYONE not in UT has points building fast, so no real advantage.
Now, if I can just get back there, I'll be set!!
 
For the most part bluejay is correct. Half of the LE tags go to the applicants who apply with the most points, the other half are allotted in a random(regular) draw. Each point you have slightly increases your odds of drawing in the regular draw. Anyone who did not get a permit in the BONUS column was put into the regular draw. If only one permit is available it goes in the random(regular) draw.
