I've been wondering that too. So a guy can draw a buck tag, then pick up a buck tag in a unit that has left over tags?

What has been mentioned is correct and the following paragraph is directly from the Nonresident Application Pamphlet for 2011:


The Commission may authorize a sportsperson to possess more than
one (1) Limited Quota license in certain Antelope hunt areas. For those
certain hunt areas, a sportsperson may possess a maximum of two (2)
Limited Quota Any Antelope licenses. Second Limited Quota Any
Antelope licenses shall only be available to Residents and Nonresidents on
a first-come, first-served basis after the initial drawing is completed. The
second Any Antelope license shall be sold for the full price.
