That's actually a pretty rare photo.
That guy is the first winner of the "Big Bang" Trophy at the very first ever Gay Rodeo. It was held in the foothills east of San Francisco in 1989.
The open fire in the background was symbolic of the theme that year, "Ring of Fire". The closing ceremony was a weenie roast.
Johnny Cash made the theme song popular back in the early 60's.
