She is the President of the Senate, and thus she casts the tie-breaking vote. She has to have majority Senate approval for a Vice President to be appointed. See US Const, amend. XXV, sec. 2. The Senate split is currently 50-50. With no Vice President, there is no tie-breaking vote meaning radical legislation could be stopped, and no new Vice President appointed.Thus, if she assumes the role of President, she would operatively be a lame duck.
