I have been looking over the tables. I have a few questions.
If 2 bonus tags are available to non-residents. One applicant is successful with 17, two in the 16 point pool were unsuccessful, and a single tag was given to someone in the 15 point pool. Is the likely answer the two applicants in the 16 point pool applied as a party? If they applied separately one would have drawn a tag?
Do people with 10 points have a advantage over people with 1 point in the regular draw? Is each point a name in the hat?
