my ten year old is doing his hunter saftey course on line, does he have to have it complete to put in for deer or buy a hunting liscence. or just completed befor the hunt if drawn

The hunters safety will need to be done before the hunt. You can turn in for the draw, but in order to hunt it will need to be completed.

His Hunter Ed needs to be fully completed prior to his participation in the hunt. And by "completed" I'm sure you understand he'll need to go through the Online Field Day as well as the online class with proof of completion. At the Field Day he'll have to re-take the written exam and pass with a minimum score of 80%, along with participating successfully in various field exercises the instructors have set-up.
