"Landowner Pilot Licenses"?

For any of you Colorado experts. Can you tell me what these licenses are? And how they are different from a regular license?
I see that there are a couple of these available in the elk drawing for unit 1 and unit 10? I have a lot of points but still behind max just enough to keep me out of the running to draw in a NW Colorado unit.

You are given landowner contacts from CDOW or can hunt public land. Unfortunately posts on the internet such as this is going to sink the draw odds.
