If my boy has his hunter's safety is there a minimum age to hunt waterfowl in utah?

If you're tough enough to lift up a 12 gauge shotgun and touch off a 3 inch magnum with 2 oz. of lead BB's .....your qualified...did I guess right?

So if I go to buy him the combination license and it wont allow me to as it says 12 and older do I just need to go in to a vendor or will I get the same response?
