North Korea should be smart enough to shoot a rocket. I wouldn't be suprised if they were only testing one part of the launch system and just wanted the world to think they failed so we would underestimate them.

North Korea just doesn't want to admit the south shot it down.

There is no way they can fail at launching a rocket. Heck i used to launch rockets when i was 7 that went higher then theirs.
